ATEX DSEAR Compliance Advisors Give Assistance with DSEAR Risk Assessments
An ATEX and DSEAR Compliance Advisor provides compliance recommendation to landfill site owners and operators, and the owner and operators of Energy from Waste Plants (EfW) to help them in complying with the Dangerous Substances and Explosive Atmospheres Rules .
This is the Employer's responsibility and it is applicable to all dump sites, gassing contaminated land and related processes where it is regarded that an explosion risk exists, or may exist. The rules have been set up to stop as far as possible the recurrence of explosion accidents which can claim multiple lives in a single incident.
For all sites where an explosion risk is believed to be there it's necessary for all ECU states, under each state's state laws which implement the ATEX Laws , for a risk assessment to be carried out.
If the initial assessment confirms an important explosion or other Dangerous Substance risk is present then the employer is needed to go along with the DSEAR, and that implies they must produce and maintain acceptable paperwork as needed by the laws, and initiate and maintain safe working procedures and any other management systems important to manage the danger.
The work that's undertaken by an ATEX and DSEAR Advisor is to supply the Risk Assessment and an Explosion Protection Document ( EPD ) for these projects which include power from Waste / Dump sites and EfW Plants but also in the future as these plants come on-stream will include all other sorts of processes where biogas / methane or a process gas is produced in satisfactory quantity requirements and lives for enough time to pose an explosion risk or other threatening substance derived risk.
The Explosion Risk Assessment is provided for the employing party in these projects. By identifying the risks in a formal way it enables any likely explosion risk reduction measures to be considered and suggested to be implemented. The EPD itself provides more info which will enable the employer to line up acceptable risk handling procedures to regulate all residual risks, and to coach their workers to operate the mandatory systems.
The EPD provides info on the locations of "explosive zones", and after appointment of a suitably highly experienced contractor or subcontractor, the employer will then start to implement systems of working to ameliorate the residual and inevitable super risky hazards posed in the Landfilled Waste explosive sectors which are found and outlined in their extent by an in-house expert or outwardly allocated ATEX and DSEAR Advisor.
